    What is a Functional Capacity Assessment (FCA)?

    A Functional Capacity Assessment is an extensive, evidence-based evaluation conducted by a qualified Occupational Therapist (OT). Its primary purpose is to assess an individual’s ability to perform essential activities of daily living across physical, cognitive, sensory, communication, and psychosocial domains.

    Rather than focusing solely on a medical diagnosis, an FCA examines how a disability impacts practical, day-to-day independence. It maps the participant’s functional strengths, limitations, and support requirements in their home and community environments, translating clinical observations into actionable funding recommendations.

    Why is an FCA Important for Your NDIS Plan?

    Under Section 34 of the National Disability Insurance Scheme Act 2013, all funded supports must meet the “reasonable and necessary” criteria. An FCA is the foundational piece of objective clinical evidence that the National Disability Insurance Agency (NDIA) uses to make critical funding decisions.

    • First-Time Access & Initial Planning: Establishes a verified clinical baseline to ensure a participant’s very first NDIS plan is properly funded from day one.

    • Substantiating Plan Reviews & Changes of Situation: Provides the data required when lodging a Change of Circumstances (CoC) due to deteriorating health, reduced informal supports, or major life transitions.

    • Securing Core & Capacity-Building Funding: Justifies specific hours for support workers, active overnight care, personal care routines, and allied health therapy hours.

    • Recommending Assistive Technology & Home Modifications: Formally assesses and endorses the need for high-cost mobility aids, transfer hoists, specialized beds, bathroom modifications, or ramps.

    • Housing Solutions (SIL & SDA Evidence): Serves as an essential prerequisite for Supported Independent Living (SIL), Specialist Disability Accommodation (SDA), or Individualised Living Options (ILO) applications.
